The real interesting part to me is not that Genocide City goes on forever, it's that Chemical Plant and Casinio Night are END of the game Zones. I can't even imagine those with higher difficulties, they're so ingrained in my head as early start levels.

Nearly two years ago, the Video Game History Foundation put out a great video about Sonic 2's pre-production and cut content.
They were aiming very ambitious with Sonic 2 and wanted a theme of Robotnik's industrialization and ecologically disastrous transformation of South Island over time, with the zones being less natural as the game progresses.
