Honestly they both feel like 5th gen consoles. Dreamcast doesn't has that 6th gen feel and shares a lot of games with the Playstation 1.

It's about the competition you faced not the power

The Xbox faced the PS2 it's entire life not the PS3

Dreamcast main rival was the PS1 ,it only last a few month with the PS2 and died before the GameCube/Xbox

Actually it's also as 4th gen console because it was competting with the SFC especially in Japan in which the SFC still had millions sellers in 94 and 95

Does to me. When I was playing Sonic Adventure 1 or 2 on my GameCube I never remotely got the feeling that it didn't belong or that it belonged on the PS1 or N64. At best I feel it occupies the same spot the PC Engine did for 4th gen or the 3DO did for 5th gen.
