Like actual monsters, they probably existed in myths and legends, probably known by locals, but only recently seem to be this widespread thing in society. It's the only explanation for why a professor would tell you they only recently learned how they breed, or how only recently they discovered some evolutions. So maybe someone will raise a dratini to become a god, but it's too early. All this goes to shit with later games pretending real animals never existed and it was always pokemon all the time.

Pokémon tamers don't use whips actually, those were just leashes.And let's not forget that legendary Pokémon are actually just looking for a strong human to be owned by.Isn't it great? I'm so glad Pokémon became a big franchise aimed at small children who don't want a Battle Frontier.

The safari zone is the equivalent of paying to hunt kangaroos at a high fence ranch in Texas, it’s out of reach to the average trainer. On top of that, you need a super rod to catch dratini, which is a high end piece of equipment most people aren’t going to have access to. Now raising a dragonite is a bitch, and Dratini sucks and has shitty moves. Most people aren’t taking the gym challenge and getting access to TMs which means you’re stuck spamming fucking wrap to level grind dratini until it learns slam, which still isn’t exactly great. Now , the BEST trainers are at victory road and the E4 and NONE of them have a level 56 Pokemon. Even Lance’s Dragonite isn’t at 56, implying he caught it full evolved. So even the dragon master of the region has not managed to raise his own Dragonite in gen 1. Red is referred to as a child prodigy by an NPC in victory road. Normie Pokemon trainers never travel the region, take the gym challenge, rarely battle at all, and their Pokemon never get beyond the 30’s in level in a lifetime of ownership. That is why nobody has done what you suggest.
