Every Gradius game with a flashback intro acknowledges Scramble as a precursor to Gradius. Now Super Cobra is a forgotten Konami title.
As for me, it's Caverns of Mars
River Raid introduced a twist on the "shoot the fuel tanks to refuel" standard set by Scramble, by having you choose between touching the tanks to refuel or shooting them for points.

Scrambles bombing precision actually mattered and is a skill in the game, the likes of R-Type and Graduis bombing just became button bashing fire and forget.
