They floated the idea of a Spar-like character in BoF3, but how much it relates to Peco is unknown. Peco's development notes don't show much of anything (he's the only character without an image in the old style), so it's likely he was an overall late addition to the game and was ironed out very quickly.

Momo is already the big sis character. Besides, the image only mentions that it's BoF2's Katt and doesn't go into further detail why she was drawn. For all we know she could have been a generic NPC like how there's tons of Stens and Bo's and Oxs around. Which might not have been a bad thing since the final game has a single woren.
