OPL has been around since 2009 and HDLoader even longer. WHY do so many translation patches not support loading from the hard drive on an actual PS2????

I've seen quite a few. The recent Boku No Natsuyasumi 2 translation has been reported to not run on OPL, for example.

You have to understand that as those consoles become older, more and more translations are made and tested entirely on emulators. The first of the kind I saw was Queen's Blade for the PSP, which only runs on emulators.

The opposite is true. Early ROM hacks and homebrew almost never work on original hardware. Developers in the late 90s and early 2000s didn't have the capacity to test on original hardware, so they just didn't. Nowadays, most developers have flashcarts and ODEs for the systems they develop for, so bugs related to original hardware compatibility are discovered and fixed. That's not even to mention that emulators have gotten more accurate over time, so its rarer for such bugs to exist in the first place.
