Ah, the dreaded Bunker.Call the enemies to your position by appearing in their field of vision and running away towards a corner or behind a door. When they come towards you, slap them to death.The rules for an alarm here (if you use the AK47, before getting the PP7) is that you have to shoot an enemy and they must not die from a single shot, which is pretty easy to fumble.
They can't shoot you, if their gun is sticking through your chest.

The instant you start shooting you alert all the guards onto your position and they will continually respawn. From the position in your photo, when you stealth kill enough guards, you want to keep going straight into the room with a ton of guards. You can let your guns rip there since if you clear that room the guard spawns will mostly cease unless you get caught by a camera. If you set off an alarm before you get Boris to have you gain access to the mainframe you might as well reset right there.

IIRC, the way guard investigations and respawns work when you make noise, is that 1) guards start the map at fixed positions, or on patrol routes, and 2) when they heard distant noises, they send out "clones" of themselves to investigate. But if you clear the area where the "real" guard is, no more respawns will be sent out from that area. So it's possible to stem the tide, but not if you stay in one place. However, if you set off the alarm, the game spawns completely new enemies in a different part of the level.Also: firing a single shot from the KF7 is surprisingly quiet, even though it's not a silenced weapon. Avoid bursts or full auto and you won't alert as many guards to begin with.

(i should mention PJ64 on my chromebook in the end had some very system-like chugging, down at 2fps when many guys are on screen. Single spaced out shots from kf7 is fine. don't even use the knives just slap the first guard and use his gun you will almost never have to slap anyone after that. use the fact that they can't shoot through doors and you can, that they can't close doors and you can. always just shut door, line up your shot. go into rooms to stop guards spawning then kill the people who come from outside until they stop which is a while, be patient. i don't know what else to say, what are you stuck on? You should like never take a hit from a guard really, because you can always find a place where you've cleared behind you and they're just coming from the other way into your fire, and you just draw them to there until you got enough to advance. all premised on this >>12258443

First of all, do not free Natalya until you have killed every guard and shot every camera.You have to lay eyes on certain guards in order to get them to stop endlessly respawning clones to hunt down any sounds you make.After you slap the first guard to death, shoot one bullet from the rifle he drops while aiming to headshot guards through the glass windows of the prison doors.The two guards in the room to the left from the prison, up the stairs, and then right and right again through the doors will respawn guards if you fire two or more bullets in a single burst. Rush up to them after you kill some of the patrolling guards (picking up keycards and keys etc) just so you visually see them aggro, then they will stop spawning guards and chase you down. There are a few more guards like this but these ones can fuck you over since you have no ammo at the start.Remember to shoot cameras in the lens and be quick to never let them sound an alarm, otherwise the mission will be a lot harder.
honestly the hardest thing in the game for me is doing the target time for Archives 00 Agent. you legitimately gotta rely on luck, straferunning, and not attracting too much guard attention OR scaring Natalya by shooting. even then i can just barely get it after many attempts.

Are you playing with M+KB? Because you can easily bunker up in the safe room, kill a bunch of guys for ammo, and clear the rest of the mission.

The game... is trying to rotate your reticule around in time to shoot the guards before they shoot you. If you can just inject instant reticule movement, there is no game.
