This shit was so bad it was synonymous with the Video game crash and there are hundreds of thousands of copies buried in the desert. I'm sure you could find some shovelware that is worse to play technically but in sight of the effect it had on the industry and its universal reviling I don't see how you could get anything worse.

ar tonelico 2. it feels like reading a very shitty fanfiction based on the lore of the first game. the gameplay also manages to get worse. a true kusoge.
Resident Evil 2. I kept dying in seconds right at the start even at the easiest difficulty. Never again will I play a Japanese fifth generation game except for meme shit like LSD.

The backgrounds lacked character compared to older games like tetrisphere which had more interesting visuals and music. Five levels and an hour playtime is weak. The game also plays extremely slow. The game relies on a constant heartbeat to create artificial tension which comes off as desperate. I was listening to Super ae a lot at the time and maybe I was expecting something like that.
The Sega CD version is a classic. The Saturn version was so bad it ended the franchise
