FF9 was deliberately meant to be much slower, and even had lower enemy HP (Ozma in particular had 65535) and zero multi-hit attacks. They leaned into the old school trappings as hard as they could.

I always figured it was because you only need 3 niggas because each individual nigga can do anything due to materia (and gf) mechanics. like how ff5 and 6 lowered the party from 5 back down to 4 because unlike FF4 you didn't have preset classes for everyone, and ff9 brought back an extra nigga because that game also had set classes again
