In theory pc engine should be super easy to program, from the videos I've seen its even a bit easier than nes. I think people think no one will play their game but also I think decent debuggers were only fairly recent for PCE. I also think with PCE you have more memory and higher expectations for animation which means more work which can be daunting to make something impressive.
If I was going to do a hack I'd hack Ninja gaiden to have the proper interned smooth parallax scrolling.
I was recently reading about hte PC FX, the idea being that current 3d graphics were really poor but too bad the other 32 bit systems could do good fmv also.

It's a roided up NES with features built in that NES needed mappers for, like scan line interrupt. No parallax scrolling, but huge sprites & loads of them at once without flicker or slowdown seems a good compromise. More colors than Genesis too, though early games didn't make use of that & could be mistaken for late NES titles. By the time masterpieces like Legend of Xanadu showed what was possible, the system was long dead in North America.

What the fuck game am I thinking of? I thought there was a PC Engine Addam's Family game that was a top down exploration game? Turns out the PC Engine game is nothign like that.

I must be mixing up Fester's Quest with something else. Maybe it was for the Genesis?

It's definitely a top down exploration game, mostly a shooter type. It's NOT Fester's Quest. It's some weird licsened game that you'd never think was anything decent.

Thought it was Addam's Family, but I guess not?

It was Addam's Family Values: For the Sega Mega Drive. I thought it was a PCE game for some reason.

I had to sort through "Top Down" in mobygames for all the titles on the PCE, PCE-CD, and then Mega Drive.
