Is it too mean to say people who don't want to download a PDF of an instruction manual deserve to be filtered by games that require it?

No.

Of course they deserve it. Old games didn't "lack" tutorials in the same way a game like Rain World does, what they lacked was the space needed to explain how things worked in the game itself, so they had to use instruction manuals and proper game design in tandem.

too mean? no, i don't think you know what it means to be nasty, if you have to ask.
telling someone they're uninformed for skipping the homework is the mildest thing. but they'll think you're mean, an elitist, or some kind of gatekeeper, because their laziness wasn't gratified for free. it's not your problem.

for me, its when the instruction manual talks about the game director and makers
