this is basically just OOT but worsemore overworld padding (sailing) and less actual dungeons. its baffling to me that people complained about the art direction of all things.
the overworld is the only good thing in zelda games, the dungeons are fucking awful, literally just 'use the item you found at the beginning of the dungeon for the whole dungeon, then never use it again'also one button combat

We were shown a gritty, edgy, adult link, crossing blades with the big bad.We got a cartoon wonderland and a goofy cast of characters.The recoil from that shock is what did everyone in. People couldn't understand what Nintendo was doing, and felt lied to. Their first experience to the game was a massive negative one because they fucking suck at marketing. They couldn't overlook the cartoony flair because it's nearly the exact opposite of what they were expecting to receive. Also, that time period was where console games have already moved into darker experiences for their vidya to age with the audiences of gamers from the 90s. Gaming was moving culturally from a toy for kids play with, to a hobby for adults. That was a huge part of Sony and Microsoft's marketing direction. So to see something that visually went the other way from one of the biggest IPs was confusing. There is a lot more, but to keep it simple, it went against the trends, it was advertised extremely poorly, and the PR was horrible.
