Dude what the fuck? Person hours are not how you judge a game like this. Bethesda games require so much redesigning and testing because they have so many interacting parts. Its not like a pixel platforming where you just need to know the pace of an artist's drawing to plan out about how much fun content you'll have.

Seriously, where do people get off saying it's "one of the greatest RPGs" when a shitton of the quests are just dungeon crawls or boil down to "either Kill or spam Persuade on these guys." Quests mods come out all the time with this level of depth and they get ripped to shreds for it, let alone full-on games.
