Water type is pretty busted because Surf is such a good move and its absolutely free to learn since its an HM. Lots of non water types can learn it in gen 1 too for some reason. Find it hard to not teach it to everything I have just because of its utility.
Magikarp. The next one you can get is vaporeon. Lapras is p low level in rby and you have to go to clear rocket game corner and silph co. Starmie is a late but still great option if you skip all the trainers on the way to fuchisa and then give it psychic and a couple of rare candies. You can go back and clear some trainers there and it'll be leveled enough to solo Koga's gym.
