It's a 1996 port of a 1994 DOS game. It's sort of an art game, somewhat similar to something like Aquanaut's Holiday, but far more gamey with an actual task to complete.

As someone who loves this kind of games AND who is going through a sidequest which consists in playing every 5th gen console FPS, I have yet to play this. Don't worry, I'll play the DOS version first.
