What we today consider "multiplatform titles" weren't exactly widespread at the time. Games were more often than not deep-ported instead, with differences in terms of control schemes, in-game systems (the DC version of Starlancer notably lacks the energy management feature), visual/sound effects (again, the DC version of Soul Reaver is the only one with the high-res texture pack), and sometimes even engines (Saturn Quake, famously).
So generally console makers didn't really think in terms of making porting easy from a competing platform to theirs.

These are the same thing. And not many Saturn games used all of the buttons in any worthwhile way.

Didn't they think about porting Saturn games to the Dreamcast ?
Because the Saturn controller has more buttons ,i think this might be the one instance in history where the new controller has fewer buttons than it's predecessor

If you ignore the nunchuck and add the stick and c-stick inputs as "buttons" then this counts as having fewer buttons.

What popular games/genres called for dual analog sticks, and extra triggers?

I can see the desire for a 6-button setup, as fighters were pretty well established by then.
