This had amazing graphics for a handheld in 2002 even though the gameplay was admittedly complete dogshit.

How was Driv3r on GBA? I've never played it growing up but I wish I had that instead, it looks better

Because it's not "barely" more powerful than the SNES. The only thing that's worse on GBA is no fancy Sony audio chip and the smaller resolution
When it comes to the CPU and memory the GBA obliterates the SNES. Stuff like V-Rally 3 is completely impossible on SNES even with the Super FX chip
