Kojima made up fictitious conspiracies he thought sounded intimidating, and then just mentioned them repeatedly while making their impact and relevance in the story effectively "zero", creating the illusion of puppet masters without the pay off. That's him adding levity, which is tonally inconsistent with the rest of the game, due to the kind of humor it is, and how often he adds it in. Kojima is famous, or rather infamous, for completely missing the tone he was going for, like when he said we would feel "bad" about ogling Quiet in MGS5, and then he deliberately fetishizes her body. His idea of romance is also whimsically retarded, like that splashing match Boss has with Quiet when it's raining, or that dumb as a box of rocks "Princess Beach" line.I genuinely do not think MGS1 would have been the hit it was, if the audience it was marketed to and the audience who primarily purchased it were older than 15.
