it's easier than gta 1 so it's a better jump in point than the first game, and the 60s UK gangster style is well made and hasn't been done in any other game so it's unique for that..

I honestly liked London 1969 better than the base game GTA1, the London map was easier to get around than any of the base game ones, it had cooler vehicles, and there's a James Bond subplot in each chapter that's pretty funny. If you liked GTA1 or 2, I'd definitely check it out.
London 1961, however, is dogshit. It was freeware and only had about 7 missions vs the 30ish that 1969 had, so they padded it out with the most punishing timers and mission objectives in the series to ensure you had failed a dozen times before passing it. It's really not worth your time but if you insist then play with save states. Never let anyone tell you the RC vehicle missions in Vice City and San Andreas are the hardest in the series when this exists.

the issue with going outside of America is language. you either have half the game in a foreign language (unmarketable in the anglosphere), or you have foreign characters running around speaking English to each other with a silly accent like Assassins Creed.
outside of the US, I can really only see the UK and Hong Kong as viable options. if we ignore the language problem then Paris could also work. Brazil Mexico and South Africa are too.. Second World. part of what makes GTA work is how even the 'poor' side of the city still feels luxurious in a really superficial way. favelas and bantustans are too poor.
