Does Earthbound Beginnings count? It got translated in period but its english release was cancelled and only eventually brought to America 25 years later via the WiiU eshop in 2015.

Super Butoden 2 was finally officially released in America in 2015, as a bonus with Extreme Butoden.
game released originally in 1993, and almost got a 1996 american english release (titled simply "dragon ball") but was cancelled

Do remasters count? Live a Live came out in 1994 and the remaster came out in English in 2022, 28 years after the original game.

The original print still has value. I recently got a disc only copy for 10 and its like 50ish online just for the disc. Different art on the disc so you will know when you see it even without a case.

Europe has some surprising timegaps even for major franchises, FF1 came out in Japan in '87 but didn't see a PAL release until 2003.
The rest of the pre-FF7 games suffered the same fate as well, which made FF9 a fundamentally different experience for europeans as they'd never played a medieval Final Fantasy game before that unless they were importing games.
