I don't know about an improvement, but even though it may well have been a strong inspiration, Guile's theme is much more fitting for a high energy fighting game than the T-square song (which sounds more like something you'd have heard in MvC2).
Even normal musicians often take obvious direct inspiration from other songs, so it shouldn't be surprising that videogame composers do the same, especially since, particularly back in the day, they had to pump out a lot of music in a very short period of time. Some might have been fully intentional, some might have been instances of them having an inkling of an idea for a song without even realizing they were actually thinking of a specific song they'd heard on the radio, and never realized it during the 8 hours of time they had to put in to composing the song.

It would take quite a lot more than that to buy of Tsujimoto, who would have been either billionaire by that time period, or nearly there.
