Random encounters *are* the challenge and meat of the game, the vast majority of them don't engage in the "one dungeon, one boss at the end" formula, for instance DQ bosses tend to be a bit everywhere and not necesarilly in dungeons. In the case of Mother pretty much every boss fight in the second half are puzzle fights you don't engage with normal combat. If you're going to play Famicom RPGs you have to understand and enjoy the design mentality of the time, trying to apply some more modern logic to them does not work. In other words if you don't like random encounters, don't play them.

Encounter rate is relentless but that's par for the course in this genre.It's a well made game, some ideas are very innovative when compared to its greatest contemporaries (Dragon Quest III and Phantasy Star II most notably) and even the notorious last stretch offers some quality of life stuff for the player. It's a fun romp, even if it is fundamentally a basic bitch turned based RPG with some mildly amusing dialogue here and there. Don't expect to progress linearly and just go wild, be smart.

Saying that there are encounters every 1-3 steps is a half truth, Mother uses the same encounter rate system as the DQ games which differs from Final Fantasy. In FF every step you make has the same % encounter chance and that rate might differ from area to area. The DQ system doesn't work that way, what it does is that it alternates being combat phases and exploration phases, you're going to get 3-4 encounters in a row in just a few steps, and then the game will leave you alone for a while to let you explore before repeating the process. The fact that you never noticed means you should stop giving your opinions about games.
