The magazine stated that it was a hoax but I remember wanting it to be real. They also said "you can do this with a computer" and I remember thinking they actually got all these characters playable on MKII on a computer, I didn't realize they were talking about image editing.Well, of course later on with romhacking and mugen and stuff something like this would be possible, but I don't think romhacking a game like MK to add playable characters would have been possible in 1995, or at least I imagine it would have been too difficult
for mk images specifically there used to be this guy in the 90s named ratman that had this mk fan site ratman.org or something with all types of this stuff posted. i was able to save a lot of it from wayback machine. i used to print this stupid stuff out and bring it to school in a folder to show it off.

Not sure if this counts as a hoax but this british magazine claimed that there was a hidden secret character in Sonic 3 & Knuckles called Rankles the Otter and whoever found him first would win a million pounds, apparantly there were a lot of submissions of this supposed secret character but I can't find them sadly.There was another hoax about Knuckles originally being a red hedgehog but it's to recent to fit your listed time date, it's also very funny though.

Endless rumors and hoaxes on how to get the Tri Force in Zelda OoT, and how to revive Aeris in FFVII. Boy did I actually try a handful of each. Old internet was cool, because it every once in a while somethings like Aeris's ghost in the slum churches were actually true and it made the rest of the stuff seem juuust a bit more believable. I especially loved the Sky Temple rumors and the adult mask that let you transform into adult Link at any time.
