If I'd go for the top three up to 2007 as per the current rules of the board, I'd say it is like this:

NFS Underground Rivals - unusual choice, I know, but I'm a sucker for american calssics, and UR allows you to get a Charger or a Mustang, customize it with all the Underground ricer style and neon lights, then take it to 400 km/h. Also, the only game with a customizable C5 'Vette with pop-up headlights, m-m-m.

NFS Carbon - ricolously awesome autosculpt parts for classic muscles. Two bug catchers, naked air filter, ultra-wide wheels, crazy spoilers and a nice selection of bumpers, body kits, hoods... Even a chop top is available, and you can actually adjust how much you want to chop! The only thing I'd point out against it is that you are unable to put super-wide tires on non-autosculpt rims, plus the amount of muscle rims overall is rather lacking. Still, it's about the best game to build your own 80's pro street styled muscle car.

I made 5 custom textures for Carbon so far, and I plan to make 5 more.

Finally, number one...

Midnight Club 3 - blows everything and everyone else out of the water by a large margin. Still the best game ever for every fan of american muscle. While tuners and exotics get pretty much the same bumpers for every car, muscle get 10 unique options each, which allows for unparalleled customization. I have three savegames in MC3 so far, and I will probably make a fourth one somewhere along the way.
It has everything the two games above have, and more. Bug catchers? Yes. Neon lights? Yes. Ultra-wide tires? Yes.
But then you can also customize chrome color, nitrous color, individually adjust the height of the front and rear axles - so go ahead and build a gasser, or give your muscle a 70's rake. Go equip you Charger with an iconic NASCAR Dayton kit. Slap a supercharger with a bug catcher on top of it. What's not to like?
By the way, have you ever noticed that the size of the supercharger is directly related to the actual level of the supercharger upgrade equipped? And if you equip an air scoop without a supercharger upgrade - it will be just that, a bug catcher installed straight onto the carbs. Now that's attention to detail.
Every lamp lights up when you start the car. Every headlamp flips and pops up as designed.
And with a car park like that? 1966 DeVille, 1970 Eldorado, 1981 Camaro, 1963 split window Corvette, 1978 Monte Carlo - and all of them are customizable. Plus, there are several uncustomizable ones that just cannot be ignored, like 1949 Fleetline lead sled or 2003 Cadillac Sixteen. Oh, and there are some choppers too, including the amazing Hotmatch V-Lux. Do you know how few racing games offer a good selection of choppers to ride? Very. Few.
Midnight Club 3... it has everything. It's almost perfection.

I'm more of a NFS guy but Midnight Club had always done open world better but NFS fans aren't ready for that truth. All NFS open world cities are lifeless. Most Wanted 2005 was the closest a NFS actually took advantage of the open world format to make the city a playground.
