It's probably about the limits of how complicated you could make a 40KB game, which was all the ROM size an NES could address without adding mapper chips onto the cart. Nearly every other NES game that was 40KB or less was considerably simpler and/or a port of an 80s arcade game like Pac-Man or Galaga.

Around two or three years ago, 4chan added a faggy automatic compression system to images. If you want the full quality versions, you have to save from a third-party archive site. Most people don't, so many of the reposted images on this site are the shitty compressed versions.

Castlevania 4 is very impressive for how many different backgrounds there are. Splatterhouse on PCE is good too.
