I love both and I'm not choosing one over the other since I can just play both. They are different games anyway, Silent Hill wants you to run around everything while RE1 is about taking enemies out that you don't want to run into if you come back through the same way.

RE1 has significantly better level design and gameplay. Whereas Silent Hill set out with the intention of genuinely disturbing/unsettling the shit out of the player to an extreme that RE didn't, which at the time it succeeded at quite effectively.
