Toss up between Demitri (he is DBZ level broken lore wise), Diablo (a fucking dinosaur), and MAYBE Ryu assuming it is his Marvel vs Capcom kamehameha throwing version, but OP used the SF2 sprite so probably not. SF3 Shin Akuma would be a serious contender however since he does shit like kick extinction level asteroids into half.

From what I remember from the "all about" book, Darkstalkers have a power level chart, most of them like Felicia and John Talbain are "street level" so as strong as a top tier human, but there are others like Pyron, Morrigan, Jedah, who are world destroyers.

According to ingame lore, Pyron is like some Galactus level cosmic menace who checks if a planet is sufficiently warlike to entertain him, if not he just swallows it whole. When he visits Earth, Demitri beats him and absorbs his strength.
Morrigan was so powerful her dad cut her soul into 3 parts so she doesn't accidentally destroy the demon world just by lack of control over her power. One of the three parts gained conscience as Lillith, and has since merged back to Morrigan who became twice as powerful as a result. The third part is thought to be lost.
Darkstalkers 3 plotline was Jedah trying to reboot the universe by creating a giant fetus of souls that's supposed to explode like a new Big Bang.

So yeah there's definitely some kooky shit going on there.
