It was expected to look worse anyway, every early 3D titles looks really bad compared to their previous gen 2D counterparts.
The biggest hit was the color palette choices, it had to conform with the system limitations (i think)

I don't know about the last part, it's an honest guess because every 3D title of its era never quite recouped a more vibrant design choice.
