I think some of what you’re describing in particular has to do with sixth gen systems being able to show water a little better so devs had some fun with it. Sonic Adventure, Wind Waker and Super Mario Sunshine in particular. I think I read something explaining why they made Chaos in Sonic Adventure due to devs really liking how the new console showed water.But like others said, Sega kinda did it 5 years earlier first in the arcades. Everything was on the beach. This is like the second wave that you’re talking about. Daytona, Virtua Fighter (water adjacent stages), Manx TT, Waverunner especially, Ocean Hunter, even back in Virtua Racing there’s coastal levels I think. Maybe it really all started with that starting portion of Outrun? Where you ride alongside palm trees on the beach with the billboards?N64 wave race always felt to me like Nintendo trying their hands at a Sega style racer. It has the early vibe and colors too.
