Squirtle is the best but there are other water Pokemon that are just as good so I usually pick Bulbasaur. Unless it's a version where Charizard can learn Fly, then I'm tempted to use it as my flyer because I don't like any of the flying types in Gen 1.

It is not quite capped, it is just below 100%. It has a 1/256 chance of not criting. Charizard also benefits from this, as it gets Slash, getting a base 140 ATK move. Now, Venusur's will be STAB, which is 165. There are a lot of poison and flying type in Gen 1, cutting that damage right back down to 82.5. There's lots of combos that even take 1/4 damage from grass. I am not sure why you think Venusaur has an advantage against the majority. Looking at the Gym Leaders/Elite 4 Pokemon you have to fight, 35.849% resist grass, and that doesn't include quarter damage. Stuck to grass and normal really limits Venusaur. Dig would have helped it out, but it doesn't even get that. Here is where Venusaur truly sucks compared to Blastoise and Charizard though, it doesn't get Fissure. Blastoise is a bit slow for Fissure to be used well. Charizard is fast tho. So it has Slash, Flamethrower, and Fissure? This is amazing coverage that pretty much nothing stands in the way off in gen 1. One X Accuracy and Charizard is sweeping the Elite 4 teams, while Venusaur is struggling on Golbat.

Blastoise has fissure and blizzard for lance, charizard has fissure and fire spin, venusaur has sleep powder. Just make sure level up venusaur enough to be faster than gengar.
