I like her levels
Sega could have given her a decent game. Flesh out her levels into larger areas and implement stealth elements. Basically a more stylish Sly Cooper with gliding and booba.
Rouge is more or less a Tails/Knuckles hybrid in function which is pretty OP, the SEGA nerfgods hide her true capability though depending on the game.
