I only played a small handful of namco games until after the 32bit era so I can't really judge (Tekken, Tekken 2, Tales of Destiny, Tales of Eternia)

not really. they had better audio drivers and usually had "sound programmers" employed solely to work on drivers and to covert sheet music, midi data or transcribe audio recordings to MML or variant of it along with creating all of the instruments for it. i lost a lot of respect for some jap composers as quite a large number of them have never seen the source code of a music driver nor were forced to program one. basically phoned it in.

But that's basically the right way of doing it. The guy with musical talent composes based loosely around the limitations of the sound hardware, someone with the programming chops converts it to a custom audio driver. Getting someone who is suitably skilled in both is a rare thing. Much of the reason western games had shitty music was because they'd hire a musician to bang out some midi and then one of the programmers would be tasked with doing a slapdash conversion based on whatever the provided driver did and would have neither the time nor experience necessary to make their own patches.
