Obviously yes, monster collecting games are a sub-genre of RPG. The real question is why do some people doubt calling them RPGs, when mechanically they work like other RPGs just with tons of characters?

If you can't customize your main character's stats in a way or your party, it's not an rpg. It's some cargo cult abomination. Pokemon is about creating your own party of monsters, so it's an RPG. It's right next to Wizardy, DQ3, and literally inspired by the monsters in SaGa. Except it focuses squarely on the monsters more than even smt which was its innovation
