It pushes the envelope when it came to content density and creativity for the time, I say it's even an all-time JRPG classic on par with FF4 and Chrono Trigger, but by no means it's the absolute best the PC Engine has to offer.

Pic related is from Anearth, when the developers really got the hang of the PCE-CD hardware graphics but the fact it's late-gen meant that it was undercooked in other aspects. I think the Ys IV PCE version is very beautiful too for a mid-gen title.

I love what Alpha System did with Linda Cube right after Tengai Makyou II, but maybe the original (not the Saturn version) didn't push the hardware as much because of the different art style.
