Pokémon came out at the end of the game boy's lifecycle and still managed to look like dog shit compared to most older GB games like Legend of Zelda or FF Adventure
Game Freak are notoriously lazy; they constantly release the buggiest, worst looking games of their respective platforms

There is one (1) ghost move that's affected. Night Shade, which every ghost pokemon will also have, and which will always be doing more damage because Lick is absolutely pathetic, still hits psychics.

On the slight chance that you're not attempting to troll and are serious - practically every Final Fantasy till like 8 had major bugs and straight out unimplemented mechanics in every fucking game. RPGs are mechanically speaking the most complex console games and the more complex is system, the more bugs and oddities will appear.
You also did not noticed most of these oh-so-horrible gamebreaking bugs till some faggy poketubers told you about them, lets be honest.
