Apparently Japanese people complained about FF4 being too difficult on its original release when they all wanted a nice easy RPG to mindlessly grind in, and they decided to just use the Easy Type version they were making to combat the criticisms as the US version.

So at least some of them had the de-linked item boxes. I think I had a Game Players issue with a strategy guide that also talked about getting the Dum Dum rounds in the Library. Those were also cut from the final game.
