The in-credible chart shows the rough location. The triforce chart shows the exact location (albeit zoomed in). It can be slightly useful to cross-reference them, especially if you haven't filled in the map already.

They don't spawn after Tingle deciphers the charts, they spawn after YOU look at the individual charts, and looking at the incredible chart does not count.If you haven't examined the individual charts yet, you can sail to the exact location of a shard to find that it's not there at all. Then you can open your inventory to examine the corresponding chart, and as soon as you exit your inventory the shard will spawn in front of you.

The only thing opening the chart does it make a beacon appear. But it wouldn't make much sense to hunt for a treasure without opening its chart first, so I don't see the problem here.
