It's weird in the sense that they felt Final Fight needed redbook audio and voice acting.
Any contemporary official port to systems that use graphic characters at most. Many people in many suits looked at this and all, very correctly, said it should be released for the tens of MZ-700 users.

I can't speak fοr how it plays on real hardware but it was broken on emulation because there's supposed to be a forcefield in the first area thats just straight up invisible in this version.

Not sure what qualifies as a "weird" port to you guys, the Hueg had tons of PC ports of questionable performance.I suppose GC RE2 isnt too weird but it was kind of random that they put every RE on there right after it had been a PSX franchise.Xbox port of MGS2 is just weird, without the pressure sensitive buttons especially.

I know it's only weird in hindsight, but I still find it mind-boggling that Donkey Kong, Donkey Kong Jr., and Mario Bros. got official ports for the ColecoVision, Intellivision, and various Atari platforms.
