Is there any method of cheating more often defended as "perfectly legit", in spite of obviously being cheating, than turbo buttons?

There's no such thing as "meant to be played". The rules are there, in the code. You're the one in charge to overcome the challenges whatever way you see fit.
And if it's too easy, then use something called "self-restraint" and "discipline" and learn to accept failure and endure frustration, if necessary.

Game developers are not your dad to constantly tell what to do. You're 18+, you know what to do. Be a responsible adult and own it.

Cheating should only be considered under competitive circumstances, where the level playing field is of utmost importance. Otherwise, it's up to the player. Do what you will.

Written by the guy who had autofire in mind when making those rules in the code mind you. Consider Mario Party mashing minigames where players are expected to use regular controllers without autofire; the players who can mash effectively are the only ones that can actually compete. If the other players object to skilled players mashing, everyone either have to nerf their mashing or allow autofire. Neither of which are fair choices.

Button mashing used to be considered a skill in itself. Entire games were built around that idea, you wouldn't play Track & Field with auto fire that'd be stupid, and the same goes for some SHMUPs. It's all on a per game basis however.

First generation of PC-Engine didn't have autofire so if we're talking an early game that was made before the console had autofire (and which may have been ported to TG 16 afterwards), then it's still cheating

Those are not cheating. You still have to beat every part of the game once.

Having to reload and rewalk to a randomized treasure chest 50+ times to get the item you need is not any difficult. It just wastes lots of time. Save states can turn this 2 hour task into a <1 minute task.

Any game where turning on auto-fire is actually useful and not a detriment isn't really cheating, it's just removing the need for constant button mashing.

Every single controller that nintendo released after the original NES bundled gamepad had turbo buttons.
Genesis did the same. Like nintendo, if you wanted an arcade stick it came with turbo buttons by default. This changed midway through the 16 bit era thanks to sf2, where 6 useable buttons were now more in demand than 3+3 turbo.
