So I just found one of my old fav pc games out of nowhere, usi101 (さあ牛だ!- Here comes the cow?), but I can't for my life make it run over 1fps, tried compatibility mode and all that shit, nada, nothing, muda muda muda. Tested in on my Loonix shitbox with the default Wine prefix and env LANG=ja_JP.UTF-8 . The main menu lags, but the levels run at full speed. No BGM though.

Windows 10 here and it works fine for me, though I do have Japanese locale set. Your upload has a mojibake folder so I assume you don't have it set so try that or a locale emulator first. Preferably try both. Some games can show some wild effects when ran in the wrong locale.The game does say it requires DirectX and I do have a somewhat uncommon Japanese frame limiter, but I doubt a frame limiter is going to help you get MORE frames.
