He was programmed to protect people. Wily is a person. Rock doesn't really have judgment and can't decide "killing this person to protect others is okay", so he gets stunlocked completely by "this person is dangerous and will hurt people + this person is a person too".

X and Zero don't have that, and it's questionable whether any other Wily bot does either.
