Shenmue is the most expensive video game of all-time at the time with a similarly eye watering marketing budget but it failed to move the needle selling about 1/10th what FF7 did. You can't just blame marketing when the games you make don't have the "it" factor. Saturn had nothing on par with Final Fantasy 7 or even Crash Bandicoot and a titanic marketing budget for the games Sega chose to produce would not move the needle.
