the answer is scale. it's one thing to specifically have a mirror floor in one room give off reflections, it's another to have every material in the game past a certain reflective threshold give off a mirror image.

First, almost everything can do raytracing, even a speccy. A different matter is the speed & the complexity of the scene.

Second, your pic is a run of the mill stenciled reflection, trivial to do in a forward renderer, you just rasterize the scene again with a mirrored camera.

Literally any general purpose computer can do ray tracing to some degree. Non-stochastic ray tracing is not even that expensive. There is nothing overly impressive about a simple ray traced demo with a single sphere primitive.
