I've always liked that idea. I only played a few of these games as a kid, but I remember they rarely took advantage of the fact that the characters were toys. Then again, maybe I'm misremembering.

they wanted to have a Lara Croft character, and green skin wasn't making horny males want to fuck their character, they changed the color and voila.

I'm surprised they actually were able to make so many decent games with all the releases they had. The RTS games were fun, Sarge's heroes' was fun, the hellicopter game was fun, the other games were definitely flawed but had some fun aspects to them. I'd unironically buy an army men game that compiled them all.

If I understand correctly:

She is canonically the daughter of a green army man. She canonically has a mother, but the nature (toy species or whatever) of the mother is never specified. So maybe she is a crossbreed?

Overall it seems like there may be room for a reasonable canonical explanation to exist, but that there probably isn't one.
