Just going by what I spent the most time playing and had the most fun with, it's Chuck Yeager's Air Combat. Though I played the mac version with multiplayer which wasn't released until 93, but the original game came out in 91.

Next to SF2, these were the games that drew
Crowds and xontinued to pull money into the late 90s. I worked in an arcade from 1995-1997 and sunset riders was like the galaga of the 1990s, just a steady flow of quarters year after year.

Turtles in time was a nothing game in the arcades in 1991, most original turtles cabinets were converted to simpsons instead of TMNT sequel. Time was bigger on SNES in 1992.
Itnwasnt even the best time travel video game, as segas "time traveler" hologram game did very well on its first year and it got a ton of people into the arcades just for thr spectacle of it back in 91.
