I can't find any reliable method to beat Nemesis without taking too much damage (using two herb mixes), his attack patterns are too unpredictable, I even had to first evade his rockets then save again before continuing. Even when doing everything right he sometimes starts charging at me and his punching attack is near impossible to dodge, sometimes he runs several times in a row to grab me and for the fourth time he decides to punch, he sometimes cancels his attack animation and even punches with his grabbing hand. Oh and not to mention that if you stagger him with a magnum shot it might trigger him to charge at you again.

I could barely make it to the RPD without taking damage and firing 10 shots because zombies at the beginning are very aggressive and it's hard to dodge them (especially in the alley where you get the shotgun and the zombies are always charging at you), I have no idea if I should craft 20 shotgun rounds or 60 handgun rounds because it's harder to dodge him with a shotgun. People who supposedly beat the game without saves and not taking damage were either using exploits or save states.

it's objectively better to not fight nemesis or do it only once at the beginning in order to get the upgraded pistol, none of the other upgrades are worth engaging in the most resource intensive dangerous encounter in the game multiple times.

it's a fun challenge thing you can do but if you just want to survive run.

I simply do not fight against him. If I don't remember bad, he doesn't drop anything, so there's no point on wasting bullets on him. Just leave the area.

You're supposed to run. It's impossible to beat him fairly because he's supposed to be imposing and dangerous, and the fact he can show up at any time and pursue you past a door is what makes the game scary and tense.

It took me about 8 tries but i took him down although he punched me two times and I couldn't dodge because of the wall nearby.

Holy shit he's probably the hardest and the most unpredictable enemy I've ever faced. Even playing as Chris in Resident Evil 1 on arrange difficulty and fighting 3 hunters at the same time wasn't so stressful. Also Resident Evil 2 was ridiculously easy in comparison. In Resident Evil 3 I have to survive and use the knife whenever possible to preserve ammo.

I tried a Jason adjacent enemy encounter in a homebrew DnD campaign and everyone was insistent on killing him. You think they'd get the message after the pile of gore transposes itself into a viable biped but I guess it was more fun trying to kill it. Go figure.

from the perspective of surviving the game without dying? yes. avoiding the most taxing encounter in the game where you're most likely to die multiple times is better than upgrades.

the first two Nemmy fights are the hardest in the game, due to your limited resources. if you beat these then you'll beat the others no sweat

Re3 gives you the grenade launcher and magnum early and a way to make their ammo specifically because a fast tyrant is always just around the corner. For as challenging as it may be, it's very fair when it comes to difficulty. The more you fight nemesis the easier the game gets.
