Specifically it was one feature called environment mapped bump mapping. DX6-DX7 GPUs could do bump mapping on textures, but without pixel shaders, they couldn't change how surfaces reacted to light. It was effectively a texture distortion filter. A few Wii games like Jett Rocket and The Conduit used it to fake real normal mapping but for the most part it was just used for water. On GameCube games especially, it's why water looks a generation ahead of everything else.

Also, Baywatch and MTV Spring Break coming out around the same time put "the beach" into the zeitgeist for a few years
