Devs thought probably that muting fraction of music just for sound FX to play was too jarring. Artistic choice + hardware constraints more than anything else. In other instances, like Gods for Amiga u had only few songs for tile, credits, etc but for actual gameplay there were only "surround" sound effects mixing and echoing within hard panned audio.If only Amiga had 6 channels, almost certain that wouldn't be a problem.
