So I came across this Game Freak postcard from 2001 and something caught my eye.
Who is the stoned-looking rabbit underneath Pulseman?
Every other character here can be traced back to a game they've made, but unless I'm just stupid I can't figure out which one the rabbit is from.

That's bazaaru de gozaru, doesn't really have that kind of art style though. I think that and Nontan to Issho are the only two games I see that they made before 2001 that don't have a rep on the card though, maybe it's just some scrapped pokemon design? In 2001 Pokemon Ruby and Sapphire were about a year away from release, and the card already has an OG rep and a Gold/Silver rep.

I've 100% completed Bushi Seiryuuden, that rabbit never appears in it.
The mascot is instead this decapitated Skitty head with Blastoise's face.

It's not a pokemon from a finished game. I scrolled through some scrapped beta ones and it kinda looks like some of them though. That's probably all it is.

It looks somewhat like the scrapped beta water rabbit. Maybe an even earlier version.
Other things it could be:
1. Non-game character. Maybe something from the GF magazine?
2. Character for an in-development but cancelled game.
3. Minor original character from one of their licensed titles.
4. Sugimori having a laugh Graggle Simpson style

Which one(s)? Gen 3 had just entered development around this time, but none of the leaked betamons look like the mystery rabbit to me.
