Nintendo's SFX2 chip is SIX TIMES faster than the cpu. A small FPGA could make the genesis surpass the Neo Geo and the 32X surpass the PS1.

Core Enhancements:
•Co-Processor: An SFX2 can offload game logic so cpu can feed the VDP, maxing sprites without slow down. Improved AI (for an RTS or a logic game like Factorio). 32X benefits more; It would handle scrolling math, collision, game logic, etc... so The SH-2s can focus on 60fps full screen bitmaps. Also frees up bandwidth by reducing the MD CPU.
•Super Duper Scaler: scale, rotate, and full screen psychedelic distortions for every sprite and tile. VDP can't replace every sprite every frame but The 32X can when it's dedicated to blasting out bitmaps.
•Sprite Compositor: convert sprites into tiles (bitmaps on 32X), creating psuedo-parralax. limited by how quickly the VDP updates tiles but 32X would have infinite parralax.
•physics: 2D shrapnel, destructible 2D environments, 2D physics gameplay. You could port Worms or Tank Wars. Physics and objects take up 50% of CPU in sonic.
•Smart Temporal Dithering: Analyze movement of camera/sprites, then shift the dither pattern in the opposite direction to ensure the gaps in the dither always align perfectly with the previous frame’s pixels, Creating the best fake transparency money can buy.
•Palette Sequencer: MD can rewrite the color palette during H-Blank to go from 64 colors (not counting shadow/light fx) to 512, but the CPU is too busy. The enhancement chip holds a table of colors and blasts new palette data into CRAM during H-Blank. Combine with the compositor for true transparency.
•Blast processing cutscenes: With logic and sound offloaded, CPU can dedicate 100% of power to 256-color video.
•SVP2: The Virtua racing chip converted 3D into 2D tiles. Do this but for characters, creating a fancier version of the sprites in Donkey Kong (redundant on 32X).

32X specific:
•RAM: The #1 upgrade. Unlike MD, the cart can send sprites straight to the 32X frame buffer. Just 8mb allows thousands of sprites and neo geo animation. The SH-2s and the MD all fight for bandwidth. With RAM, the cart can que up data and the 32X will now exclusively use burst mode (it reads 8 words in 12 cycles), freeing bandwidth for the MD or sound chip. 8mb would make it so the SH2s never have to wait on eachother ever again.
•Modern compression: stretch the the 32Xs 256kb VRAM and make 20 mb/s bandwidth feel like 60 mb/s.
•Priority masking: Automates the "hole-punching" process required for 32X to draw behind the MD, allowing complex layering.
•Blitter: The biggest time-sink for 32X is copying a character from ROM to the VRAM. A blitter can blast sprites into the framebuffer. This alone makes Doom 60fps.
•Geometry: SH-2s are great at filling polygons, but struggle with the math of rotating thousands of vertices. The chip would handle Transform, Clipping, Z position, etc... which would make it better than ps1 in some ways.
•lighting: Freed up by the blitter and RAM, the SH2s would have enough idle time for Dynamic Lighting, which would be hilarious.

With the RAM and the blitter alone you can easily port Symphony of the Night, Castlevania Chronicles, Resident Evil, Galerians, TRAG, Suikoden, Strider 2, Darius Gaiden, Gradius Gaiden, Policenauts, Baroque, Intelligent Qube, Community Pom, Brave Prove, Sexy Parodius, Langrisser 4, Rhapsody, SF Alpha 3, Neo Geo games, Parasite Eve, Oddworld, Star Fox 64, Grandia, Front Mission 3, Persona 2, Doom 64, Star Ocean 2 and Tales of Eternia. In fact, they would be the definitive versions because they would have no load times and the 32Xs bitmaps would actually look better than the compressed pre rendered Backgrounds on ps1.
